Aether Foundation Zero Zero Nine, RKS (Arceus) Project, the Sylveon known as Ran and nicknamed Random for his abilities.

A genial fellow, well meaning and pleasant, Ran underwent a process involving cybernetic augmentation and manipulation of his Eeeveelution genetics, as well as the addition of Ditto cells, in a prototypical attempt to replicate the power of Arceus that would later be polished with the advent of Type:Null. The end result is a techno-organic Sylveon boy just over five feet tall, who while retaining his pretty Fairy-type appearance, has free access to all the typings and powersets of other Pokemon, which he is capable of using for his own interests.

Which to be fair, are rather mundane. This project was not some deep and dark silence experiement done unwillingly and with great angst, but a well-meaning and documented attempt to upgrade someone and see how the end result works out. Leaving Ran with cybernetic eyes, a focusing antenna, an electronic heart and very obvious metallic and circuit markings, but he doesn't let that bother him none. When his job was complete, his contract with the Aether Foundation continued even as he 'retired', giving him quite the paycheck.

So he moved out and started wandering the world, hovering between towns, taking whatever work might interest him. His primary goal being to help people and enjoy life, he has no devious ulterior motives that one might expect from what looks like a very fancy science project. Softly spoken, pleasant to hang around and more than willing to help yout out, Ran is capable of many a thing with his Type Change system, and is happy to experiment with things he's unfamiliar with.
